Energy Performance Certificates (EPCs) arerequired for most properties when they
are sold or let. EPCs provide a snapshot of the current energy efficiency of the
building and a guide to potential improvements.
Domestic EPCs are required when residential properties are offered for
sale. They must be commissioned before marketing starts and be available
within 28 days. There are fines for not doing so. They are also a requirement
when a domestic property is offered to a prospective tenant.
Display Energy Certificates (DECs) and an Advisory Report are required for all buildings
having a total useful floor area over 1,000 m2 which are occupied by public authorities
and by institutions providing public services to a large number of persons and therefore
frequently visited by those persons.
DECs should have been on display by 1 October 2008. The potential fines are £500
for not having a DEC on display and £1,000 for not being in possession of a valid
