Energy Performance Certificates (EPCs) are required for most properties when they
are sold or let.
Domestic EPCs are part of the Home Information Pack which must be provided when residential
properties are offered for sale. They are also a requirement when a domestic property
is offered to a prospective tenant
A Commercial or Non-Domestic EPC must be provided to prospective tenants when a residential
property is offered for rent from 1st October 2008
EPCs provide a snapshot of the current energy efficiency of the building and a guide
to potential improvements

Home Information Pack (HIP)
Display Energy Certificates (DECs) and an Advisory Report are required for all buildings
having a total useful floor area over 1,000 m2 which are occupied by public authorities
and by institutions providing public services to a large number of persons and therefore
frequently visited by those persons.
DECs should have been on display by 1 October 2008. The potential fines are £500
for not having a DEC on display and £1,000 for not being in possession of a valid
Advisory Report.
How much does a DEC cost?
Home Information Packs (HIPs) have been introduced to streamline the sales process
by making the necessary searches and other key documents available at the start of
the process.
HIPs bring all the required documents together early in the sales process to reduce
delays later. They can significantly speed up the sale and reduce the likelihood
of buyers backing out. Contrary to popular belief HIPs are not an additional cost,
instead they have actually reduced the typical cost of searches and conveyancing.
